Initial Situation

As a telecommunications provider, our client was required to offer non-discriminatory access to network infrastructure to other carriers in subsidized expansion areas (“Open Access”). In addition, strategic options were being examined to open up further cable-based network sections to other carriers as well. In both cases, contractually defined upstream products and network services were to be offered to third parties at different network levels (“wholesale”). In addition, it was to be ensured that processes and systems were also wholebuy-capable. This means that network infrastructure pre-products from other carriers could also be included in the supply footprint.

 

GP+S Services

  • Creation of operational requirements (including products, OSS/BSS processes and systems) to enable external carriers to access network assets.
  • Analysis and derivation of requirements for wholesale and wholebuy capability regarding product, network / technology, IT / operations, and organization along the S/PRI business cases
  • Development and prioritization of work packages:
    • Contract closure process
    • System-side mapping of customer and product data
    • Commercial and technical product provisioning
    • Provisioning and billing
    • Fault reporting and fault clearance
    • Termination and deconstruction
  • Creation of a roadmap for all necessary measures to define and implement upstream products (“wholesale”) and ensure wholebuy capabilities in order to integrate network infrastructure of other carriers (“wholebuy”)

 

Results

  • Development of a concept for the introduction of wholesale-ready pre-products in the customer’s IT systems and processes.
  • Design and implementation of organizational and process requirements
  • Definition and documentation of all processes and requirements for the Wholesale and Wholebuy business units (e.g. IT architecture, availability query, S/PRI business cases such as provisioning, fault clearance, etc.)
  • Legally compliant contract basis and product specifications, in preparation for negotiations with potential customers
